Mopar to ya

Last winter I had such low heat in my Ram, I couldn't believe it. The temp gauge never goes much above 180. I replaced the t-stat just because, but it barely blows warm at all. I tried flushing and backflushing the heater core with CLR. I got some crud out of it and the flow was great, but still low heat. It was not an air flow issue, in fact the higher the fan speed, the cooler the air was from the vents. That same week we had two other Rams in the shop with the same issue. They chose not to spend much diagnosing theirs. I am assuming it will be a blend door issue, or maybe a temp door issue. Anyone run into this and can give me some advice? It's a 98 Dodge Ram 1500 with a 360.
